Why do extra buttons for women’s clothing come in little plastic baggies? Why aren’t they sewn into the clothes like mens?

Ask me why I am wondering this.

My grandmother used to have a tin filled with these extra buttons.

Perhaps manufacturers understand that a woman would find a safe place for the buttons, while a man would otherwise lose them if they weren’t sewn in place.
